What does "noca" mean?

I'd completely forgotten what little I ever knew about that book.
It's downloadable as a PDF now.

Does anyone know anything about the language that the book
"CODEX SERAPHINIANUS" is written in. Have there been any
attempts to translate it into English? Is it even a "real"
language that can be translated?
as a follow up, is there somewhere online that describes the text and numerary?
